On December 23, the Sixth National Congress of China Electricity Council (CEC for short) took place in Beijing. It was attended by Zheng Zhajie, vice director and a member of the Leading Party Group of the National Energy Administration, and leaders from relevant departments of the Ministry of Civil Affairs, who gave speeches for the occasion. It also saw the presence of Shi Dazhen, former minister of Electric Power, Chai Songyue, former chairman and secretary of Leading Party Group of State Electricity Regulatory Commission, and Wu Xinxiong, vice chairman of CPPCC Economic Committee, former vice chairman and member of the Leading Party Group of the National Development and Reform Commission, and director and secretary of the Leading Party Group of the National Energy Administration.
The congress elected the new CEC board of directors. Liu Zhenya was elected chairman, Yang Kun vice executive chairman, Zhao Jianguo and 15 others vice chairmen, Yu Chongde, Wei Zhaofeng, Wang Zhixuan full-time vice chairmen, and Yu Chongde secretary general concurrently.
Shandong Province Electric Power Enterprise Association was elected an executive director institution for the sixth CEC board of directors, while its secretary general Xu Zhen attended this congress.
The congress voted to pass the work report of its Sixth National Congress, the financial report and audit report of its fifth board of directors, CEC Articles of Association, and Methods for CEC Membership Fee Payment and Management (Draft); it also voted to pass the CEC annual budget for 2016 and the Congress resolution.
In his speech, Zheng Zhajie said that, since its founding, CEC has adapted to the new situation and requirements arising from industry reform and development, continuously strengthened its mission of service, enriched its content of service, and improved its level of service; it has played a significant role in promoting the development of the industry and electric power industry reform, enhancing industry self-regulation and management, feeding back the requirements of enterprises, and so on. With the deepening of electric power industry reform, CEC will have a more important role to play. It must revolve around the national energy strategy and function as an industry association; it must, given government streamlining and delegation, further perfect its serving function; it must conduct in-depth research and actively provide advice for government; it must improve itself in order to provide better service for enterprises, government, and society.
Sun Yucai, vice chairman of the fifth CEC board of directors, delivered the Work Report for the Sixth Congress of CEC on behalf of the fifth CEC board of directors. In the report, Sun pointed out that, over the past five years, CEC has been consistent in upholding reform and innovation and active in innovative work; it has stepped up its research on the major problems with the development of the industry and actively provided government with advice; it has kept on perfecting its service system and further improving its basic industry service; it has strengthened Party building and capability building and, with the increasingly improved level of service, it has made significant contributions to the scientific advancement in electric power enterprises.
Liu Zhenya, chairman of the sixth CEC board of directors, delivered the speech To Jointly Promote the Sustainable Development of the Electric Power Industry in Solidarity by Innovating and Striving on behalf of the new board of directors. He said that, in the face of a new situation, new tasks, and new challenges, CEC must seriously follow the decisions and strategy of the central government and focus on delivering its goal to become the nationally leading and world-class industry association; it must adhere to its function of focusing on the electric power industry, serving enterprises, and communicating with government and society; by revolving around the transformation of the energy and power development model, it must fully play its role as a platform of strategy research, decision supporting, communication and research, and professional service by improving its industry-serving capability, uniting the industry forces for development, and increasing its industry influence so that it can promote the development of the electric power industry and significantly contribute to socioeconomic development.
As emphasized by Liu, in its next move CEC must fully implement the national strategy for steady growth; it must promote the replacement of clean energy and electric power for fossil energy; it must strengthen the unified planning of electric power industry development, making the industry larger, more powerful, and better; it must promote electric power industry reform; it must improve the capability of innovation in the industry; it must speed up the process of the electric power industry “going global”; it must promote the Internet of Energy; it must improve itself to provide better service.
The Congress passed the Resolution of the Sixth Congress of CEC & the First Meeting of the Sixth CEC Board of Directors. The resolution call upon the member institutions to reach consensus about the key message of the 18th Congress of the CPC and the Third, Fourth, and Fifth Plenary Sessions of the 18th Central Committee of the CPC; to unite all industry forces and contribute wisdom in the face of a new situation and challenges, in a bid to promote the innovative, green, and harmonious development of China’s electric power industry and do more to socioeconomic development.
