On August 6, the 15th RAISE Forum Meeting & 1st China Energy Industry Information Security Forum took place in Qingdao, China. The event was sponsored by Shandong Province Electric Power Enterprise Association, organized by the Cyber Security and Information Technology Professional Committee of Shandong Province Electric Power Enterprise Association, and co-sponsored by State Grid Shandong Electric Power Research Institute, China Huadian Qingdao Power Generation Co., Ltd., and China Datang Huangdao Power Generation Co., Ltd. It was attended by more than 200 representatives from China, Singapore, Japan, South Korea, India, and other countries and regions.
The Forum was attended by Fan Shun (deputy chief of the Department of Power Safety Supervision of the National Energy Administration), Zhang Yuxiang (director of Information Level Protection and Assessment Center of the Ministry of Public Security), Chen Jixue (deputy section chief of Cyber Security Coordination Bureau of Cyberspace Administration of China), who also gave important speeches. It was also attended by Fu Haibo (commissioner of Shandong Energy Regulatory Office of the National Energy Administration) and Xia Dongwei (vice president of Qingdao University), who also gave speeches. Senior officials and VIPs attending the Forum also included Hu Hongsheng (deputy director of Information Center of the National Energy Administration), Dong Zhiqiang (deputy director of Cyberspace Administration of Shandong), Kang Meng Chow (chairman of RAISE Forum), and Koji Nakao (co-chairman of RAISE Forum), among others. In addition, it was attended by representatives from branches of the National Energy Administration, industry associations of the provinces, State Grid, China Huaneng, China Huadian, China Guodian, China Datang, SPIC, POWERCHINA, CNPC, SINOPEC, and other enterprises. The forum meeting was presided over by Xu Zhen, secretary general of Shandong Province Electric Power Enterprise Association.
At the forum meeting, Mr. Kang Meng Chow (expert from Singapore), Koji Nakao (expert from Japan), Lian Xingyue (expert from South Korea), and Clayton Jones (expert from India) delivered their themed reports On the Recent Challenges and Trends in Cyber Security, Introduction to Updates of IS Security Software in SG17, International Updates in ITU-T/SG17, and GISWS (Global Information Security Workforce Survey) respectively. Prior to the meeting, Fu Haibo the commissioner carried out in-depth exchanges with foreign experts and scholars about energy information security.
This RAISE Forum was highlighted by the first-time addition of a topic about China’s energy industry information security – in-depth discussions were carried out on the risk in information security of the Chinese energy industry and China’s future development in information security. Hu Hongsheng, deputy director of Information Center of the National Energy Administration, made a report titled Security of the Industrial Control Network and Safety and Protection of the Electric Power Monitoring System; Zhu Chaoyang, deputy director of Info-Communications Institute of China Electric Power Research Institute delivered a report Industrial Control Network Security Test for Smart Grid and Research and Outlook on Protection System; Han Xiaobo, senior engineer from SINOPEC, delivered a report Challenges from Integration of Standardization with Industrialization to Information Security on Industrial Control Network; Tian Bing, deputy director of the Department of Science and Technology Information of State Grid Shandong, made a report Building an Efficient Supervisory System to Guarantee Electric Power Information Security.
After this RAISE Forum Meeting, the China Energy Industry Information Security Forum will, as a permanent organization, hold a forum meeting annually with a view to jointly exploring information security issues with the energy industry. It is of great significance to promoting the energy information exchanges between China and other countries and regions and driving the development of information security in the Chinese energy industry.
