Association Secretary General Xu Zhen Speaks on Behalf of Shandong Social Organizations in CPPCC Survey Meeting

On July 4, Zhen Yan, a CPPCC survey team led by vice chairperson of the Committee for Social and Legal Affairs of CPPCC arrived in Shandong to conduct a survey on the subject “Allowing Social Organizations to Play a Greater Role in Social Governance”. Xu Zhen, secretary general of Shandong Province Electric Power Enterprise Association, attended and spoke at the survey meeting on behalf of the social organizations in Shandong.


First, Xu made a brief introduction to the organizational structure of the Association, the age and education structure of its staff, and its main work in recent years. Given the status quo of social organizations, he pointed out the current main difficulties and problems with the existence and development of social organizations in five aspects: imperfect laws and regulations; environment of existence and development not lax enough; lack of professionalism and professional talents; weak awareness of self-regulation of certain individual social associations; inadequate participation and consultation of social organizations in politics.


Meanwhile, Xu made five suggestions as for how to enable social organizations to make good progress: 1) Legislation on social organizations should be carried out – “Law of Social Organizations” should be drafted and passed, specifying the status, rights, and duties of social organizations so that they can operate on a legal basis; 2) Government should be urged to buy service from social organizations and a mechanism of government function transfer and service purchase should be put in place, specifying the types of service that government buys and how to; 3) Training and development of full-time staff for social organizations should be strengthened by implementing relevant policies and making corresponding implementing rules; academies of social organizations should be set up at governments of various levels; 4) The governance structure of a social organization as a legal person and supervisory system should be perfected and an information disclosure mechanism for social organizations should be established to improve their transparency and credibility; 5) The channels of political participation and consultation for social organizations should be expanded in order to attract excellent management personnel from social organizations to the CPPCC and NPC and improve the percentage of social organizations in the CPPCC and NPC.


After debriefing the report, the survey team and Xu Zhen exchanged ideas about the scale, management methods, operating model, internal governance, etc. of the Association and carried out in-depth discussions. The survey team considered the Association a viable social organization with a perfect governance structure as a legal person, advanced management methods, and an excellent operating environment; it also recognized and highly praised the Association for solving the problem of social organizations lacking momentum for growth.

As Zhen Yan pointed out at the meeting, the survey symposium was successful and fruitful, as the input of the representatives, experts, and scholars was valuable to this survey. She believed that it is necessary to take more effective measures in coming up with relevant laws, regulations, policies, mechanisms and methods, strengthening guidance for social organization by categories, and so on, in order to motivate social organizations and lay the groundwork where social organizations can participate in social governance in order.
