Shandong Province Electric Enterprise Association Rated as a “5A Social Organization”

On April 21 in Jinan, the Department of Civil Affairs of Shandong Province held a summary meeting on the appraisal of the first batch of provincial social organizations, where the Department presented plaques to the provincial social organizations ratified as 3A or above in the first batch. The plaque-presenting ceremony was attended by Xu Zhen, secretary general of Shandong Province Electric Power Enterprise Association, which received a Shandong Province 5A Social Organization certificate and plaque presented by Xu Jianguo, deputy chief of Social Organization Administration of Shandong Province.

According to the Announcement of the Ratings of the First Batch of Provincial Social Organizations by the Department of Civil Affairs of Shandong Province, ten social organizations including Shandong Province Electric Power Enterprise Association were rated as the “First Batch of 5A Provincial Social Organizations”, which is the highest level set in the social organization appraisal pilot. An entity thus rated can preferentially receive functions transferred from government and have its service purchased by government, among others.

Currently, there are 1,700 provincial social organizations in Shandong Province. In August 2013, a province-wide social organization appraisal pilot started in Shandong Province in line with the relevant provisions in Management Methods for Social Organization Appraisal by the Ministry of Civil Affairs, in order to expedite the development of a system of modern social organizations where government and social organizations are separated, rights and duties are well defined, and social organizations have autonomy legally, improve the self-development level, professional service capability, and public credibility of social organizations, and promote the healthy and orderly development of social organizations. The Provincial Social Organization Appraisal Committee and Provincial Social Organization Appraisal and Review Committee, set up by the Department of Civil Affairs of Shandong Province, commissioned Shandong Applied Statistics Society (a third-party appraisal institution) to conduct the actual appraisal; the Society evaluates the eligible social organizations that participate voluntarily. The appraisal criteria include basic conditions, internal governance, work performance, and public opinions, which are further divided into 16 sub-categories and 62 minor categories, resulting in a total score of 1,000 points for the grading of social organizations. After the review by the Appraisal Committee, ten social organizations have been rated as 5A, 31 as 4A, and 36 as 3A.

Since the appraisal started, Shandong Province Electric Power Enterprise Association aligned itself with the overall plan of the Department of Civil Affairs of Shandong Province, made a scientific implementing scheme for appraisal preparations in order to promote the appraisal work step by step and phase by phase. First, it did solid work in publicity and “mobilization”. Its secretariat set up an Appraisal Preparation Leading Group in a timely manner, held a mobilization conference for the social organization appraisal pilot, set up an appraisal preparatory work section at its website, erected a publicity board and hanged slogans in the office area, thus creating a good atmosphere where “everyone knows and participates in appraisal preparations”. Second, the Association carried out self-checks for timely adjustments or corrections. According to “Industry Association Appraisal Criteria”, it carried out self-checks item by item according to its specific work, sorted out and summarized relevant materials, and made timely adjustments or corrections according to the problems identified during material summarizing. Finally, it was active and serious in preparing for the onsite appraisal. Through a detailed appraisal preparation scheme, its secretariat coordinated to make sure that appraisal presentation meeting preparations, material preparations, etc. were carried out to satisfaction, and it invited relevant experts to provide onsite guidance, simulated checks and appraisal, and so on for the appraisal preparations; it fully cooperated with the experts on the appraisal team in onsite material checks and question-answering. In the process of appraisal, it made careful preparations for every part and every procedure, which effectively ensured that the work could proceed smoothly and provide support and reference for the Association to carry out similar future events.

Social organization appraisal is an important approach to strengthening the management of social organizations and promoting their healthy development. This appraisal further improves the overall strength of Shandong Electric Power Enterprise Association, consolidates its foundation, standardize its internal management, and enhances its social influence. In its next move, the Association will, building on this appraisal result, continue to improve itself and better serve the industry and society.
