1 The Industry Rules and Convention is hereby laid down for the Electrical Equipment Installation, Maintenance, and Test Enterprises in Shandong Province to abide by the laws, regulations, and policies of China, and respect social moral traditions and customs. It aims to standardize the conduct of business of these enterprises, promote their discipline and self-perfection while keeping the market orderly and fairly competitive, protect their legitimate rights, prevent unfair competition in the industry, and build a harmonious industry.
2 The Industry Rules and Convention is applicable to all enterprises involved in electrical equipment installation, maintenance, and test in Shandong Province.
3 Abide by the laws and regulations of China, conduct business legitimately in good faith and integrity, and pay tax due.
4 Compete fairly and object to industry monopoly and improper conducts of competition such as regional blockade.
5 Do not contract engineering projects beyond the scope of your qualification and do not transfer a contracted project.
6 Do not lend your qualification credentials to others lest unqualified construction enterprises may participate in bids.
7 Do not purchase or use any shoddy or counterfeit equipment or materials without a brand, not compliant with technical standards, and of poor quality.
Chapter Three Industry Convention
8 Be committed to the contract, honest and faithful; conscientiously implement the project to provide the owner with a satisfactory quality project.
9 Do not make up or disseminate rumors; do not do anything that may compromise the reputation of your peers.
10 Implement a project in a civil-minded manner, pay attention to the environmental hygiene, and protect the ecological environment; do not implement the project in any way that may pollute the environment.
11 Strictly follow project implementation management procedures, set up a complete quality assurance system, rigorously execute acceptance specifications, guarantee project quality, and try your best to achieve quality excellence for the project.
12 Be modest and subject to the supervision and inspection by the relevant government agencies, owner, and supervisor; keep on improving your work and your level of service.
13 In the case of a dispute with a peer, first try to settle it through friendly negotiations. Request the Association to intervene for internal settlement when necessary.
14 Shandong Province Electrical Equipment Installation, Maintenance, and Test Enterprise Association shall penalize any enterprise violating the above-mentioned Industry Rules and Convention, depending on the severity and consequence, by educating, warning, denouncing in an announcement inside the industry, disqualifying it as a member, and exposing it on media. In the case of an extremely serious violation, the Association suggests that the authority should order it to suspend its business, downgrade its license qualification, and nullify its “Electrical Equipment Installation, Maintenance, and Test License”, among others.
15 The Industry Rules, approved by and filed with Jinan Electricity Regulatory Office and the Department of Civil Affairs of Shandong Province, shall be implemented under the organizing and supervision of Shandong Province Electrical Equipment Installation, Maintenance, and Test Enterprise Association.
16 The Industry Rules shall be subject to the interpretation by Shandong Province Electrical Equipment Installation, Maintenance, and Test Enterprise Association.
