On the Platform of the Association Leading Industry and Serving Society, Breakthrough Is Made in PV Poverty Alleviation in Shandong

The Association and Ocean High-tech Area Qingdao (Central Dynamic Area Qingdao) Administrative Committee Enter into Strategic Cooperation Agreement

On April 19, Shandong Electric Power Enterprise Association signed a strategic cooperation agreement with Ocean High-tech Area Qingdao (Central Dynamic Area Qingdao) Administrative Committee. The signing ceremony was attended by Liu Yuanyu, director of Ocean High-tech Area Qingdao (Central Dynamic Area Qingdao) Administrative Committee and deputy secretary of its CPC Work Group, Xu Zhen, vice chairman of Shandong Federation of Social Organizations and chief secretary of Shandong Electric Power Enterprise Association, and senior government officials from such agencies as Land Resources and Forestry. The attendees discussed and explored how to promote the local poverty alleviation endeavors and boost the adjustment and transformation of energy structure in order to achieve development that is green, clean, and low-carbon.

Ocean High-tech Area Qingdao, as one of the nine major functions in the New Area, covers 84 administrative villages and 37 residents committees with a total population of 295,000 living in an area of 176.6 square km. In its effort to implement the strategy of precision poverty alleviation at the levels of the province, city, and district, it works in the Major Functional Area + Township model and optimizes different industrial structures for concerted development; by leveraging various advantages in resources, it seeks to achieve great development on a win-win basis. The signing of this agreement will effectively encourage excellent power enterprises in the province to introduce new policy, new industries, and new technologies, which will bring diversified industry landscape to the original single-industry situation; it will effectively increase the income of the locals and the local taxes and create more jobs for the local community, while greatly improving the living environment and expediting local development.

Shandong Electric Power Enterprise Association has selected Liuxin Village as the site for its first poverty alleviation pilot project – a village at Jiaohe, Jiaonan, Hungdao District, which is dubbed the place of origin for Jiaozhou Cabbage. Covering a ground area of more than 5,000 mu, the project had an investment of RMB2 billion jointly made by two of its institution members: Beijing Deyuan Electrical Engineering Co., Ltd. and Qingdao Weikepu Electrical Equipment Co., Ltd. Phase I, a demonstration phase taking up 800 mu, has a capacity of 46,200 kW and, if operating for 6 hours a day in 300 days per year, will generate 83.16 million kWh. Upon completion, the whole project will become the province’s largest new and smart PV greenhouse for farming that integrates PV power generation, tourism, and eco-farming and makes it possible to maximize the use of farmland. The PV greenhouse guarantees the healthy growth of vegetables in it, and the PV greenhouse for vegetable wholesales and that for car parking will help to develop an industry chain locally without affecting the area of power generation. Wooden vacation houses are erected beside the reservoir, providing accommodation for tourists. In this way, the PV +” industry model is realized, effectively promoting the poverty-alleviation effort in the Jiaohe region.

In the future, Shandong Province Electric Power Enterprise Association will, in response to the national “13th Five-Year” industry-based poverty-alleviation plan”, further act upon the key message of the relevant documents of the state, the government of Shandong Province, and CPC Shandong Committee on electric power industry reform and fully leverage its influence and advantages in the electric power industry. By setting up a government/enterprise service platform and a “bridge for social service” and uniting forces in the industry, it will further promote “PV Poverty Alleviation” in Shandong and make relentless efforts to boost the development of the industry and improve its level of social service.
