2014 will see great development of clean energy: Hydropower will be actively developed, wind power developed in order, and solar power development expedited; biomass energy and geothermal energy development and utility will be actively promoted, nuclear power be developed safely and efficiently, and key nuclear power projects be initiated at the right time.
At the National Energy Meeting held on January 13 to 14, Wu Xinxiong, vice chairman of the National Development and Reform Commission and director of the National Energy Administration, made the above statement and vowed to build China Power in its “upgraded version”.
This year, the priority of work of the National Energy Administration will include: promoting the measures for “Relating Energy Consumption to Economic Growth and Controlling High-Energy Consumption Industries and Those with Overcapacity” while controlling energy consumption in other industries according to the average advanced energy consumption standards; completing the key tasks in the action plan for air pollution prevention and control, reducing the percentage of coal consumption, implementing “coal-gas shift” in order, expediting the upgrade of petroleum quality, and improving the capability of natural gas supplies; building 14 key coal bases, nine coal power bases, and 12 routes for “power transmission from West to East”, etc.
Wu emphasized deepening electric power industry reform, steadily promoting petroleum and gas reform, and expediting coal reform.
As to the problem of hidden obstacles hindering the access of non-government capital to the energy market, Wu proposed that it is imperative to promote mechanism innovation in the energy field, encourage and guide non-government capital to more investments in the field of energy. As we learned, the National Energy Administration will research and come up with relevant supporting policies to lay a level ground for the private enterprises to invest in the energy field.
