Shandong Energy Regulatory Office of National Energy Administration Officially Launched

On December 2 at 9 a.m., Shandong Energy Regulatory Office of the National Energy Administration was officially launched, beginning to fulfill its duties for energy regulation for the whole province. The launch ceremony was presided over by Zheng Yuping, secretary of the Leading CPC Group and commissioner of the Office and Fu Haibo, member of the Leading CPC Group and deputy commissioner of the Office. By strictly following the Eight Rules of the CPC Central Committee, the Office did not invite any external leaders or representatives from enterprises to the event. After all the staff posed for a group photo, they went back to their work. The event, lasting less than ten minutes, was solemn, simple, natural, and filled with enthusiasm.


The Office is a department-level regulatory agency as a branch of the National Energy Administration and, according to the relevant laws and regulations and the authorization of the National Energy Administration, has the mandate to regulate the energy industry in the whole province. Its predecessor was Shandong Electricity Regulatory Office set up by the State Electricity Regulatory Commission in 2006, which was merged with the National Energy Administration pursuant to the State Council Organization Reform and Functional Transformation Scheme as passed by the First Session of the 12th NPC in this March. After three months of preparations, the new National Energy Administration was launched and, at the same time, the 18 Electricity Regulatory Office including Shandong Electricity Regulatory Office were merged with the new Administration. In early November, the SCOPSR issued a notice about the setting of the National Energy Administration branches, which was followed by a document issued by the Administration, clearly defining the main duties, internal organizational structure, and staffing of the branches. Up to now, the Administration has made an overall arrangement for the responsibilities of the branches and announced their official launch and operation, ushering in an age of full integration between energy industry regulation and market regulation in China.


Under it, Shandong Regulatory Office of the National Energy Administration has six main divisions, namely General Office, Market Regulation, Industry Regulation, Electric Safety Regulation, Qualification Administration, and Inspection. Their main duties include: regulating the operations of the power market and maintain the order in the power market by rules; regulating the grid and petroleum and gas pipeline infrastructure to ensure fairness and openness; regulating power dispatching and trading and supervising the implementation of electric power generic service policy; responsible for administration and law enforcement in energy such as electric power, handling violations of laws or regulations through legal procedures, and supervising and inspecting relevant electric power tariffs; responsible for the supervision and management of electric power operations safety (except for nuclear power), power construction safety, and project quality and electric power emergency response and reliability management; responsible for electric business license and other licenses as set legally; responsible for other matters authorized by laws or regulations and delegated by the Administration.


This transition from regulating the single electric power sector to the whole energy industry is a major move by the central government concerning the energy regulation system at the decisive stage where China is developing a well-off society on a comprehensive basis. It is an important measure for promoting energy development and reform and is also a necessity for driving the Chinese energy industry. In the face of a new situation, new tasks and requirements, Shandong Energy Regulatory Office will, by meeting the overall requirements of “Synchronous Delegation of Power and Duties and Simultaneous Strengthening of Control and Regulation” by the Administration, have a stronger sense of responsibility and pressure in delivering its duties in energy regulation; it will, by adhering to the philosophy of “regulation means service”, integrate regulation with service in order to serve the socioeconomic development in Shandong, serve the development of the energy industry in a safe, scientific, and efficient manner, and serve the people, playing its part in the scientific development of the province’s energy industry.


Over the past eight years, Shandong Electricity Regulatory Office fully implemented the key message of the 18th National Congress of the CPC in meeting the requirements of rapid socioeconomic development and electric power industry development. Guided by the worldview of scientific development and under the correct leadership of the State Electricity Regulatory Commission and the government and CPC Committee of Shandong Province, it upheld the philosophy of “regulation is service”, further promoted electric power safety regulation, market regulation, power transmission and supply regulation, energy efficiency regulation, and law enforcement in the power industry; it intensified its efforts in developing its regulatory capability, and effectively implemented its various regulatory duties, while promoting the scientific development of the power industry in Shandong and the overall socioeconomic development in the whole province.
