In October 2013, there was no report of any electric accident on a major level or above causing injury or death, or report on any power safety-related accident, electrical equipment accident with an economic loss of RMB1 million or more, collapse or flooding of any hydropower station dam, or incident with a social impact.
In October, six power-related accidents happened, where nine persons were killed, an increase by one accident and four deaths year on year. To be specific, there were five accidents in power generation, where eight persons were killed, an increase by two accidents and five deaths year on year; there was one accident in power construction with one death, a decrease by one accident and one death year on year.
1. On October 3, Yeed Construction Services, a subcontractor of Zhejiang Dafei Desulfurization Engineering Co., Ltd., suffered a collapse accident during the process of tower crane installation in the No. 1 Furnace Desulfurization Construction Project for China Guodian Hanchuan Power Plant. The accident caused four deaths and two injuries.
2. On October 13, an accident happened in the process of Shanghai Haisheng Construction & Installation implementing the No. 2 Furnace Technological Improvement Project at SHENERGY Group Wujing Second Power Plant. In the accident, the victim fell from a height to death.
3. On October 15, an accident happened in the process of Zigong Longcheng Construction E Plant. In the accident, the victim, who did not bugle his safety belt to the holder, fell from a heighngineering implementing the Phase III No. 5 Generator Unit Desulfurization Improvement Project at SHENERGY Group Wujing Second Powert to death.
4. On October 15, an accident happened in the process of Chongqing Guanghui Power Supply Services troubleshooting the 220V house service wire in the Liangping County 10kV distribution area under State Grid Chongqing. In the accident, the victim was electrocuted to death.
5. On October 19, an accident happened in the process of State Grid Shanghai and Zhejiang Huawang Power measuring a 35kV switch cabinet in their preparation for technological improvement for the No. 2 35kV switch and backup outgoing line at the 220kV Tongji Station of State Grid Shanghai. In the accident, one victim was electrocuted to death and two others were injured.
On October 7 when SEPI was implementing the Huajialing Wind Power Project for China Huaneng Gansu, the main hook rope from the crawler crane got loose, striking and killing an operator.
On October 27 8:25, the bipolar four-valve group phase commutation failed at Suidong Convertor Station of China Southern Grid, triggering off the failures of dipolar phase communications at Guangzhou Convertor Station, Zhaoqing Converter Station, and Bao’an Convertor Station.
