National Standard “EV Non-Car-Mounted Charger Electric Metering” Is Issued

On January 13, as shown at the website of the Standardization Administration, the national standard EV Non-Car-Mounted Charger Electric Metering compiled by China Electric Power Research Institute as the main author was issued after approval by the General Administration of Quality Supervision, Inspection and Quarantine and the Standardization Administration. Coded as GB/T29318-2012, the standard will come into effect as of June 1, 2013.


Now is a critical time for the growth of China’s EV industry, whose development has been hindered by the absence of a charging facility standard over a long time as one of the many obstacles. To expedite the development of EV charging facilities and promote the EV industry and the low-carbon recyclable economy, the CEC Standardization Management Center issued its 2010 National EV Charging Facility Standard Work Plan. As part of the plan, EV Non-Car-Mounted Charger Electric Metering was formulated through coordination by State Grid, with participation of seven institutions such as China Electric Power Research Institute, State Grid Electric Power Research Institute, and National Institute of Metrology, China. 


As the main author for the draft of the standard, China Electric Power Research Institute worked out this pioneering, practical, and actionable standard by extensively soliciting opinions from various industries and fully grasping the charging attributes of non-car-mounted chargers. The standard covers the technical requirements of non-car-mounted charger power metering, configuration and installation requirements of power metering devices, testing methods, and inspection rules. It provides standardization support for commercial charging facility operators and a technical basis for standardizing the design, production, and acceptance of non-car-mounted chargers and power metering devices, promoting the development of the EV and charging facility industries and the applications of charging facilities.
