After the Scheme of Pilot for Direct Trading between Power Consumers and Power Generation Enterprises in Shandong Province was recently approved by the government of Shandong Province and filed with the National Energy Administration, it has been officially printed and circulated, at a time when the volumes of power trading in the province amounted to ten billion kW, signifying the official kick-off of the pilot for direct trading between power consumers and power generation enterprises in Shandong.
As Shandong is a major province in terms of economy and energy in China, its government and CPC Committee both attach importance to the direct trading between power consumers and power generation enterprises. In line with the relevant instructions from the provincial government and CPC Committee and the key message in a series of documents by the state on the direct trading pilot, Shandong Energy Regulatory Office has worked with relevant authorities and formulated the Scheme of Pilot for Direct Trading between Power Consumers and Power Generation Enterprises in Shandong Province. After repetitive consultations, the scheme has been printed and circulated after it was finalized, approved by the provincial government, and filed with the National Energy Administration. As specified by the Scheme, the provincial government’s chief secretary in charge leads in creating a leading team for direct power trading, whose members include Shandong Energy Regulatory Office, the Development and Reform Commission of Shandong Province, Shandong Economy and Information Technology Commission, Shandong Economy and Information Technology Commission, Shandong Administration of Commodity Prices, and State Grid Shandong. The team is responsible for overall coordination for the pilot work.
In its next move, Shandong Energy Regulatory Office will, according to the relevant National Energy Administration rules on direct trading between power consumers and power generation enterprises, define the division of responsibilities according to the scheme and design trading rules and generator unit access standards; by cooperating with relevant authorities, it will actively promote relevant work on direct power trading; by allowing the market to play a decisive role in resource allocation, it will encourage both power consumers and power generation enterprises to be energy-efficient and boost economic restructuring, transformation, and upgrade in the province.
